Also, to provide financial resources in a manner that assists DMV in carrying out ! its mission. Last, to improve the overall financial position and stability of DMV and to provide timely, accurate and complete financial information to staff, management and external users.Serve as a senior management team member reporting to the Assistant Commissioner of Finance for managing complex statewide and regional fuels tax programs. Serve as the agency's primary authority on tax rates and cost recovery. Complete and maintain an Activity Based Costing model for use by executive staff to assess the cost effectiveness of DMV's delivery of various products and services. Prepare financial information for presentation to members of the Governor's cabinet and legislative committees. Provide expert advice on financial matters related to DMV for the production of budgetary and legislative initiatives.
Minimum Qualifications
Considerable knowledge of Activity Based Costing & Modeling; tax rates & cost recovery; budgeting; legislative processes and impacts.! Working knowledge of state government, state budget practices! , state & federal accounting and financial reporting, rules and regulations; analyzing and setting fuel tax rates; project management principles and practices; statistical analysis and evaluation.
Demonstrated expertise in assembling, analyzing and reporting on complex accounting/financial activity and to assess impact on operations. Demonstrated expertise in building relationships and working with stakeholders to develop and successfully follow through on initiatives. Serve as a trusted representative of the agency and its programs to stakeholders and taxpayers by providing accurate and reliable advice and data on financial matters.Demonstrated expertise in the state budgeting and legislative process. Ability to develop proposals and strategies that achieve goals and objectives consistent with the agency strategic plan.
Demonstrated ability to develop project work plans, establish work schedules, and establish measurement methods and goals and to effectiv! ely complete those goals with limited supervision.
Demonstrated ability to act as a leader and make decisions that will have considerable financial impacts.
Demonstrated ability to make decisions by reading and interpreting data, procedures, facts, laws and policies.
Superior demonstration in oral and written communication skills, to include public speaking and the ability to lead and work in a team environment.
Preferred Qualifications
Bachelor's degree in Finance, Accounting, Business Administration, or related field desired. Master's degree in Public Administration highly preferred.
Work experience in a professional level position performing state budgeting, state financial analysis, cost recovery initiatives, and legislative review and impact analysis is desired.
Work experience serving as a financial resource expert to executive management on issues related to ABC, financial analysis on profitability enhanc! ements and new business strategies, and communicating budget results ag! ainst forecasts.
