The Department of Behavioral Health and Developmental Services' Office of Information Services and Technology (IS&T) is seeking a skilled professional to serve ! as the Clinical Applications Specialist. This position is the "Information Technology side" configuration specialist and/or software developer who will use technical artifacts and documentation created by Clinical Operations Analysts on the "Hospital-side" to build and implement Health Information Technology (HIT) systems. This role is also responsible to ensure that HIT systems comply with COV architectural and security requirements, integrates with and remains compatible with other DBHDS application systems, and meets end-user requirements. Uses EHRS vendor supplied design and configuration tools and other software configuration and development tools to create and/or modify EHRS components to meet DBHDS specific requirements. Keeps current with healthcare industry standards and best practices, federal, state, and other regulatory bodies. Interacts with DBHDS users and agency personnel as needed.
Minimum Qualifications
Ability to translate customer busine! ss requirements into a complete and fully tested system that s! uccessfully integrates automation with workflow. Perform system configuration. Thorough understanding of: healthcare delivery processes and best practices; Health Information Technology (HIT) application environment; and HIT configuration/build tools and processes. Considerable experience developing large-scale application systems having multiple integrated and interfaced components. Excellent interpersonal and communication skills. Demonstrated effectiveness in building rapport and relationship with peers and end-users. Strong technical skills to include software design, development, testing, and deployment methods. Experience in integration of Commercial Off The Shelf (COTS) products with configurable components into highly sophisticated healthcare delivery process environments. Knowledge and experience with Project Management best practices and methodologies. Strong time-management skills. Thorough knowledge of Health Information Technology (HIT) environment and EHRS fun! ction in HIT including: Meaningful Use requirements; Data dependencies for inter-dependent application systems; Current and legacy generation computing environments; Knowledge of current SDLC approaches and programming philosophies. Thorough knowledge of system development life cycle stages including: System requirements definition; System analysis and design; System security and Sizing; Data structures and concepts; Configuration Management and application deployment best practices and guidelines; Project Management. BS degree in Information Technology or equivalent combination of coursework and experience in computer systems concepts and design
Preferred Qualifications
Strong skills in .Net, Java and other Service Oriented Architecture technology platforms experience preferred. Skill in using MS SQL Server products and tools including Sequel Server Integration Services, Sequel Server Reporting Services, writing MS SQL Server stored procedures, and Databa! se design preferred. Prior experience as a software developer desired.P! rior experience working in Agile projects preferred
