This position collaborates with business and IT partners to facilitate and manage the end-to-end development of technical Requirements for complex init! iatives impacting multiple business areas, functions and system platforms for a large healthcare organization. Required to collaborate with various stakeholders, this position will drive technical planning, design and architectural decisions, impact analysis, validation and business approvals.
Primary duties may include, but are not limited to:
- Elicit requirements using techniques including process descriptions/flows, use cases, scenarios, business analysis, task and workflow analysis
- Identify opportunities for re-use and development of reusable modules
- Coordinate changes and updates to end-to-end technical requirements, business rules and use cases at each re-iteration of design
- Serves as the conduit between the customer community (internal and external customers) and the software development team
- Serve as a mentor and as an example to other technical analysts with providing best practice around requirement m! anagement and process where feasible.
- Determine impac! t to existing systems from the given business requirements for any change requests and manage completion of required changes to meet agreed upon deadlines
- Identify risks and provide mitigation plan
- Escalate and obtain resolution of any issues or risk related to technical work
- Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
- Review deliverables of team members and provide feedback, check status of assigned tasks, resolve any issues faced by team members and ensure timely completion of technical work
- Document, implement, monitor and enforce all standards, guidelines, methodologies and processes as defined by the organization

Required
Bachelor's Degree!
At least 5 years experience in Mainframe (COBOL, DB2 and JCL)
At least 5 years experience in Healthcare Industry
At least 5 years experience in Healthcare Claims Adjudication Systems
At least 3 years experience in designing & development of use case diagrams, business process model diagrams & flowcharts
English: Basic knowledge
Preferred
Master's Degree
At least 3 years experience in Wellpoint
At least 5 years experience in Strong analytical and product management
At least 3 years experience in leading a large team for complex enterprise project development work
At least 2 years experience in IBM Rational tools Requisite Pro and ClearQuest
At least 2 years experience in Rational Unified Process (RUP) process framework
At least 5 years experience in analyzing and documenting complex business processes as well as possessing advanced skills in Outlook, W! ord, Excel, and Visio.
English : Intermediate
