The Department of Human Resource Management is seeking an experienced human resource strategist to provide an array of human resource management consulting! services to cabinet officials, human resource directors, agency heads, managers, and employees of assigned agencies, and to develop and drive the implementation of statewide initiatives that improve organizational effectiveness. Specific responsibilities include the provision of strategic human resource management consultation, leadership, communications, and technical assistance in the areas of:
- organizational effectiveness and engagement
- policy interpretation and administration
- organizational consultation and design
- compensation design and management
- workforce planning
- program evaluation
- employee relations
- performance management
- workforce analytics and metrics
- infrastructure improvement and management
Minimum Qualifications
Considerable knowledge of human resource management programs, theories and practices; innovative approaches in the field of human resources; human resource policy; compensation management; organizational development, and workforce planning. Knowledge of organizational design and program evaluation methods and techniques. Highly effective analytical, communication, and consulting skills. Skilled in the use of Microsoft Office Suite. Demonstrated ability to analyze and use metrics to understand and explain diverse human resource issues, identify priorities, and develop creative, flexible problem-so! lving strategies; conduct complex studies; function as a team member or leader; communicate effectively both orally and in writing with assigned agencies' staff, senior and elected officials, stakeholders, and the general public; conduct briefings and training sessions; demonstrated ability to analyze and synthesize data to drive tactical and strategic recommendations and decision making; prepare analytical reports, presentations, and incisive position papers. Considerable professional level experience in human resource management is required.
Preferred Qualifications
Preferred applicants: should have a Bachelor's degree or higher from an accredited college or university in human resource management, psychology, business, finance, or a related field or a combination of equivalent experience, education, and/or training; Advanced graduate level degree or a combination of equivalent experience, education, and/or training preferred; professional certifi! cations a plus; demonstrated ability to manage multiple priorities and ! deadlines in a fast paced work environment; demonstrated ability to relate to and work with employees at all levels in an organization.
