You will be subject to a background/suitability investigation. DUTIES:
These positions are located in the Prosthetic Treatment Center of the Veterans Affairs Medical Center in Richmond, Virginia. As a Purchasing Agent, you will be responsible for receiving and analyzing prosthetic consults and prescriptions for items, services ! and equipment. You will authorize and prepare complex purchase orders for a wide variety of prosthetic and orthotic devises, medical supplies, equipment and repairs. The major duties of the position include, but are not limited to, the following:
- Examines electronic clinical health records and claim files to determine eligibility and entitlement for items and services and advises patient of outcome;
- Receives phone calls and interviews patients advising them of their appellate rights in the event of an unfavorable decision regarding benefits;
- Uses a variety of office equipment (computer, fax, scanner, printer, phone) and software to effectively communicate with others, place purchase orders, produce forms and complete correspondence;
- Reviews patient records against invoices presented to ensure accurate cost is being charged for service/item rendered;
- Resolves discrepancies with vendors;
- Maintains accurate records! of transactions and completes all adjustments to computerized system b! efore final payment is made; and
- Advises physicians and other professional staff as to the availability, selection and acquisition of prosthetic devices or services and provides information concerning new developments in prosthetic field and sources of supply.

SPECIALIZED EXPERIENCE:
Applicants must possess (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to the position to be filled. To be creditable, this experience must have been equivalent to at least the next lower grade! level in Federal service.
Qualifying specialized experience includes using different processes and methods to make competitive purchases and a variety of purchases against established contracts and agreements; working in a medical environment providing service, support and/or supplies to customers utilizing established rules and regulations; possessing knowledge of both the HCFA Common Procedure Coding System (HCPCS), and the ICD-9 Diagnostic Code System; possessing knowledge of the basic purpose and function of a variety of standard and custom medical equipment, prosthetic and orthotic appliances; effectively dealing with people from various backgrounds in a stressful or uncooperative environment obtaining information and providing appropriate responses in a tactful and courteous manner; and prioritizing and performing clerical duties efficiently utilizing various software programs and automated data management systems.
A full year of work is considered ! to be 35- 40 hours of work per week. Part-time experience will be credi! ted on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Successful completion of (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full time-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

! Combination of successfully completed post high school education and experience may be used to meet total qualification requirements.
In addition to the above requirements, you will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
- Knowledge of contracts, purchasing procedures and policies, and equipment sourcing.
- Knowledge of general anatomy and medical terminology.
- Knowledge of budget control point maintenance and accounting procedures.
- Ability to operate a personal computer and office equipment.
- Ability to communicate effectively.

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the po! sition including all selective factors, and who are proficient in most of the requirements of the job;
Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
