Its Division of Child Support Enforcement manages 349,000 cases t! o ensure that child support payments of $657 million per year reach families across the Commonwealth. Support Enforcement Specialists establish and sustain helping relationships with parents who have payment obligations as well as parents who depend on those payments.
The Support Enforcement Specialist Senior serves as lead program agent for assigned child support cases. Duties may include, but are not limited to locating non-custodial parents; establishing paternity; determining and assessing child support obligations and health care coverage; and ensuring compliance of child and/or medical support orders through a number of administrative and judicial enforcement actions. Incumbent will also manage cases using administrative processes when possible, and provide testimony in court proceedings when required.
Minimum Qualifications
MINIMUM REQUIREMENTS
Comprehensive knowledge of the Child Support Enforcement program regulations, laws, poli! cies and procedures; knowledge of debt collection procedures o! r techniques; knowledge of information collection and analysis techniques; ability to interpret and apply regulations, laws, policies and procedures; ability to manage a large caseload; ability to analyze and interpret records, documents, reports, etc.; ability to interact with the general public and a diverse audience with a demonstrated skill in working effectively with difficult/hostile individuals to resolve problems; ability to work independently, plan, organize, and handle multiple priorities. Skills in the following areas: obtaining and assessing information through interviewing; utilizing various techniques to locate addresses, employment, assets, and other information; effective oral and written communication; and skill in the use of a personal computer, and automated information systems.
Preferred Qualifications
PREFERRED REQUIREMENTS
Bachelor's degree from an accredited college or university with course work in business or public admini! stration, accounting, social work or in a field related to regulatory administration preferred. An equivalent combination of training and experience may substitute for education.
Working experience with collection of delinquent financial accounts, to include activities such as skip tracing, payment arrangements and recovery preferred.
Working experience as a Child Support Enforcement Specialist in Virginia or another state preferred.
Working experience providing technical guidance and/or conducting training preferred.
Special Requirements
BACKGROUND INVESTIGATION: Employment with VDSS will be contingent upon completion of a background investigation that includes a criminal history check, employment verification, and previous supervisor/reference checks.
